This is a loaded question! I'll try my best to answer.
Typically for my DnB tracks I start with a few pads that I like and I sketch out a chord progression (this tutorial helps me make a lot of my chords, I usually follow this basic principle: https://www.youtube.com/watch?v=DEYzVzJmZk4).
Then I chop my breakbeats using a plugin like SliceX, adding variation every few measures. There's no specific anything I do for that, I just do what sounds right to me.
As for everything else, it just depends on the song and feel, building off each base is a process I can't sum up in one paragraph. I use samples primarily from my own childhood or whatever is currently trending.
Vital is the best VST plugin (and is free). use it !!!
